This policy is one of several college operational policies designed to promote health, safety and security on all Durham College campuses. The Alcohol Policy is intended to guide practices relating to the provision, serving and consumption of alcohol at college campuses, venues and events. The overall objective is to promote the health and safety of students, faculty, staff and visitors, and while doing so, to protect Durham College and its representatives from legal liability. While the institution is concerned for the welfare of its members, alcohol use is primarily the responsibility of individuals.
The purpose of this policy is to provide clear guidelines relating to the use of alcohol on college campuses. The policy supports the practice of providing alcohol on campus through well-managed licensed facilities.
Alcohol is defined as spirits, wine or beer.
Licensed Facilities are defined as all locations on college property licensed by the Alcohol and Gaming Commission of Ontario.
1. The Alcohol Policy has seven objectives, which the college considers an integral part of its educational and social goals. This policy is accompanied by Procedures that will specifically address these objectives.
a. To promote responsibility on the provision and consumption of alcohol through educational programs, by providing a campus climate that encourages self-responsibility, and by providing access to resources for those concerned about their alcohol use.
b. To ensure appropriate training and education for those involved in the serving or provision of alcohol.
c. To create an environment where choosing not to drink is as socially acceptable as choosing to drink.
d. To address appropriate liability issues and to ensure that all service and consumption of alcohol in licensed establishments on campus conforms to the provisions of the Alcohol and Gaming Commission of Ontario and the Liquor License Act of Ontario, as well as specific campus agreements.
e. To minimize dependence on alcohol-related sales or sponsorship by all campus groups.
f. To provide guidelines on alcohol related advertising on campus.
g. Within residence, the goal of all alcohol policies and programs, in addition to the goals listed above, is to reduce alcohol related incidents and damages.
2. All service of alcohol on the campus must conform to the provisions of the Alcohol and Gaming Commission and Liquor License Act of Ontario.
3. All staff involved with serving alcohol or addressing students who are under the influence of alcohol will complete the appropriate training and certification to their employment.
4. All students, staff and visitors who violate the Alcohol Policy are subject to discipline.
The Vice-President, Operations, is the holder of the colleges Liquor License and is responsible for monitoring effective implementation and compliance with this policy. The Vice-President, Operations will liaise with the Student Centre Manager as necessary. The college also promotes the fact that alcohol use is primarily the responsibility of individuals.
Violations of the Alcohol Policy could have significant financial implications to the institution due to the liability issues pertaining to property and personal damages or legal actions.
Students, staff, employers and the community have the right to learn and work in a safe, quality and accountable environment. Failure to comply with the terms of this Policy may lead to appropriate disciplinary action or other legal consequences within the institution or criminal or civil actions under applicable local, provincial or federal laws.
